Changes to on-street parking permits by-law improves residential parking options

The Halifax Regional Municipality is advising residents of changes to the municipal on-street parking permits by-law, effective today, Monday, Nov. 5.

Regional Council approved the amendedParking By-law P-1200 Respecting On-Street Parking Permits with the aim of improving on-street residential parking options. This aligns with direction from the Integrated Mobility Plan to emphasize transit, active transportation and carpooling while also balancing the parking needs of residents, commuters, and visitors. The amended by-law ensures there is more priority placed on the parking needs of residents.

Permit parking on the peninsula is now divided into zones, with residential permits issued to a zone as opposed to a street block. The new zone-based residential parking system will make it easier for residents to find parking in their neighbourhood as they are no longer restricted to their street. This systemalso better accommodates residents who live on streets where some parking is displaced by construction, the installation of bike lanes and priority lanes for buses.

All existing, valid permits remain effective until they expire and residents are encouraged to familiarize themselves with their zone so they can take full advantage of the increased parking options. A map of each zone is available on Halifax.ca.

The new system also introduces 16 designated spaces on-street for carshare vehicles on the peninsula. There are six spaces installed in Dartmouth and 10 spaces in Halifax. Approved carshare organizations can apply for an annual carshare vehicle permit which will allow permit holders to park in zones marked as No Parking Except with Carshare Permit. Please note that vehicles parking in these spaces without the appropriate permit will be towed.

Some of the other key benefits to the new zone-based residential parking system include:

  • Reduces the incidences of blocked driveways by all-day parkers on local streets
  • Provides non-local residents with valid parking in high-demand areas without having a negative effect on residential neighbourhoods
  • Improves the balance of parking between local and non-local residents
