Fuel Supply Review Leads Appointed

Municipal Affairs Minister Zach Churchill announced today, Sept. 11, Doug Keefe, a former provincial deputy minister and Alphonse MacNeil, a former RCMP commanding officer, have been appointed co-leads for the review on fuel supply management.

“My top priority is public safety,” said Mr.

Churchill. “The independent review will look into how the fuel supply management system failed and what improvements are needed to ensure that risks associated with this kind of event are limited in the future.

“Mr. Keefe and Mr. MacNeil have the expertise and a proven track record to lead the review and consult with industry.”

Mr. Keefe worked for the provincial government for almost 30 years in various legal and management positions, including deputy minister of Department of Justice and deputy Attorney General. He was involved in government’s response to public inquiries into the Marshall wrongful conviction and the Westray mine explosion, and part of the team that negotiated the Canada-Nova Scotia oil and gas agreement. In 2011, Mr. Keefe co-chaired the Vancouver hockey riot review.

Mr. MacNeil was a senior security consultant for the 2015 PanAm ParaPan American Games and lead the review of the 2014 murders of three RCMP officers in Moncton. His positions with the RCMP included assistant commissioner for Nova Scotia, and the officer in charge of integrated security for the G8 and G20 summits and the Canadian air carrier protective program.

The review will include the supply of gasoline, diesel and home heating fuel. It will seek to determine the cause of the recent gas shortage, identify improvements in communications between industry, government and the public and ensure first responders, utilities and telecommunication providers are able to deliver services to Nova Scotians without interruption. Part of the review will be a comprehensive description of Nova Scotia’s fuel supply chain and the emergency plans of first responders related to fuel shortage.

“The review is an investment in public safety and peace of mind for Nova Scotians,” said Mr. Churchill. “It will help us take the necessary steps to protect Nova Scotians in the event of a disruption in fuel supply.”

A report with recommendations is due in November.
