Municipal organization structure realigned to enhance service efficiency and delivery for citizens

Tuesday, Feb. 7, 2017 (Halifax, NS) – The Halifax Regional Municipality’s Chief Administrative Officer is announcing a new corporate structure that is designed to streamline operations to deliver on Regional Council’s priorities and community outcomes and optimize citizen and business services delivery.

“When I accepted the role of Chief Administrative Officer, I knew that I would have the opportunity to help influence the way in which we deliver services to our citizens and businesses,” said Chief Administrative Officer Jacques Dubé. “After meeting with employees at all levels of the organization, it became apparent that evolving our existing business practices and creating better connectivity within our organization were necessary steps to help achieve our strategic goal of delivering service excellence.”

Changes to the organization structure will see some services being delivered by different business units. These changes will not impact the number of full-time equivalent (FTE) positions in the organization.

A key shift for the new organization structure is the redistribution of the former Deputy Chief Administrative Officer (DCAO) roles and responsibilities into individual business units. Moving forward, the business units that had been reporting to the former DCAO role will now report directly to the Chief Administrative Officer. These business units include: Halifax Regional Fire & Emergency; Halifax Transit; Parks, Recreation & Community Services; Planning & Development; and Transportation & Public Works.

A new Corporate & Customer Services business unit will replace the former Operations Support business unit. This new business unit, led by Jane Fraser (previously the acting DCAO), will see a natural grouping of Corporate Communications, 311 Citizen Contact Centres, Customer Service & Performance Excellence, as well as Information Technology & Communications and other internal service providers.

The new corporate structure is the result of a detailed review of business unit goals and objectives, which was undertaken in consideration of Council’s strategic priorities adopted in December 2016.

The Halifax Regional Municipality has a responsibility to serve a growing, diverse population and these changes to the organization structure are designed to be more responsive to Regional Council’s priorities, build a corporate culture that is more citizen-focussed, and better equip the municipality to respond to the ever evolving needs of citizens.
