Public Meeting – Proposed Expansion of Halifax C and D Recylcing

Proposed Expansion A public information meeting will be held on Wednesday, July 18, 2012 at 7:00 p.m. at the Prospect Road Community Centre, 2141 Prospect Road, Hatchet Lake. Case 17413 Existing Construction and Demolition Materials Processing Facility at 16 Mills Drive, Goodwood Request: Application by Halifax C&D Recycling Limited to consider amending the Municipal Planning Strategy (MPS) and Land Use By-law (LUB) for Planning District 4 (Prospect) to permit expansion of the existing construction and demolition materials processing facility located at 16 Mills Drive in Goodwood. Background: Halifax C&D Recycling Limited operates a construction and demolition materials (C&D) processing facility at 16 Mills Drive in Goodwood. The facility is located on two adjoining parcels of land. Proposal: Halifax C&D Recycling Limited wishes to expand the processing operation onto land immediately west of the existing site. The land in question is approximately 29,000 square feet, and if included with the existing operation, would represent a 17 percent increase in area. This land is zoned I-1 by the LUB, designated Residential B by the MPS, and lies within a larger parcel currently used as a tire recycling facility. Process: This application is being considered under the Municipal Planning Strategy and Land Use By-law Amendment process. Status: Any request to consider amendments to HRM planning policies must first be considered and initiated by Regional Council. This does not bind the Council to approving a project, but directs it to be considered through detailed reviews and public consultation. On April 17, 2012, Regional Council considered the project and a Staff Report that recommended Council initiate a process to further consider potential amendments related to the proposal. Regional Council followed this advice and has initiated the review and public consultation process. Documents Submitted for Evaluation: The applicant has submitted the plans required by HRM staff to properly evaluate the application. These materials are available for review at the Planning Services office in Halifax.
