RCMP ICE Unit lays charges against Windsor man after investigation

RCMP release:

The RCMP’s Provincial Internet Child Exploitation (ICE) Unit has charged a Windsor man with child sexual abuse and exploitation material offences.

On October 22, the ICE Unit and Digital Forensic Services, assisted by West Hants RCMP’s General Investigative Section and Street Crime Enforcement Unit, executed a search warrant at a home on Wiley Ave., Windsor, and seized electronic evidence. 

Investigators were directed to the residence after learning that child sexual abuse and exploitation material was being transmitted by a user accessing the internet in that residence. 

As a result of the investigation, Terry Wayne Jagger, 67, was arrested on October 30. Jagger has been charged with:

  • Possession of Child Pornography
  • Make Available Child Pornography
  • Accessing Child Pornography
  • Possession of Child Sexual Abuse and Exploitation Material

Jagger was released on conditions and is scheduled to appear in Kentville Provincial Court on January 20, 2026. 

In Nova Scotia, it’s mandatory for citizens to report suspected child sexual abuse and exploitation material; anyone who comes across it must report it to police. Failure to report could result in penalties similar to those for failure to report child abuse set out in the Child and Family Services Act.
