The application to request area rate funds through the Prospect Road & Area Recreation Association is now available for download. Download the Application Criteria Project proposals must come from a community group that will make a contribution, either financial or through volunteerism, toward the project. Community Group must have representation at Recreation Association meetings where proposals are bought forward in order to provide clarity on project and the Community Group must provide update/follow up report on the outcome of the project to Recreation Association. Projects must be recreational in nature and benefit residents from Goodwood to West Dover. Funds to be used to increase recreational opportunities in the communities from Goodwood to West Dover in Western HRM . Individual funding applications are limited to $10,000. per year. A grant will not cover wages or salaries. Youth who are representing their community in an national or international event of a recreational nature may apply for up to $200 in funding. Terms If funds are not expended as anticipated during the year awarded, the group is permitted to apply for a one-time carry-over. Groups must apply to the PR&ARA before March 31st of the year following approval of project if they require funds be carried over into the next fiscal year. Approval Committee An Approval committee will be struck to review proposals. Membership on the Approval Committee will include the following: – Area Councillor – HRM Advisor – PR&ARA Officers – 2 members of PR&ARA Once Approved Funds will only be available once the HRM Budget has been approved. Successful applicants will be contacted by the Chair of the PR&ARA. Any expense in excess of $1,000 needs to go out to tender – 3 quotes required. No advanced funds will be released. Payment Procedures: goods and services can be paid by community group, invoices and / or paid receipts will be submitted to Chair of PR&ARA who will sign and send on to HRM Councillor to be forwarded to HRM Finance for payment. a purchase order # can be obtained from HRM Finance Department. Goods and services can be invoiced to PR&ARA for payment by HRM Finance. Please forward all requests to the Chairperson, Kelly Carlton, before March 31th 2012 for review prior to the May meeting.
