Traffic was snarled near the Bi-Hi on Joe Howe drive early this afternoon after a tractor trailor lost its brakes and crashed.  The incident is still under investigation.  This area has been the scene of other serious accidents in the past.  Thanks to Jerry Lynds for the video.
