Two Men Face Numerous Weapons Charges

Members of the Halifax Regional Police/RCMP General Investigation Section (GIS) have concluded their investigation into the discharge of a firearm which occurred earlier this month at an apartment building in Clayton Park.
At approximately 12 a.m. on July 4, a tenant heard a loud bang. In the morning, a family member noticed what appeared to be bullet holes in the ceiling and wall of their apartment, and called police. Officers responded at approximately 8:40 a.m. and determined the damage was caused by a bullet. GIS members executed a search warrant on the apartment above the complainants’ unit and seized three firearms, a pellet gun, two bullet proof vests, ammunition and a conducted energy weapon.
On July 12, a resident of that unit turned himself in to police and yesterday afternoon, a second resident also turned himself in. Both arrests were made without incident.
Twenty-two-year-old Jesse Joseph Arsenault and 24-year-old Joseph James Monk, both of Halifax, each face the following charges:
S. 86(1) CC – Careless Use of a Firearm
S. 86(2) CC – Unsafe Storage Contrary to Regulations (3 Counts)
S. 88 CC – Possession of a Weapon for a Dangerous Purpose (3 Counts)
S. 92(1) CC – Possession of a Firearm Knowing it is Unauthorized (3 Counts)
S. 95 CC – Possession of a Prohibited Firearm with Ammunition (1 Count)
S. 95 CC – Possession of a Restricted Firearm with Ammunition (1 Count)
S. 96 CC – Possession of a Weapon Obtained by the Commission of an Offence (1 Count)
S. 108 CC – Tampering with a Serial Number (1 Count)
S. 244.2 CC – Discharging a Firearm with Intent
S. 267 CC – Assault with a Weapon
Arsenault appeared in court on July 13 and Monk is scheduled to appear in Halifax Provincial Court today.
